John Weaver, who helped guide Senator John McCain, Republican of Arizona, through two presidential campaigns, said politicians from both parties would be studying the Tea Party’s actions over the last several months.
“Which side figures out post-November how to effectively learn from this experience and use it in the governing process will have a big advantage going into 2012,” Mr. Weaver said.
